It's difficult to predict whether you will get a seat or not. But based on last year's MAX JEE Rank, in round 4, the closing rank for EWS was 2796 for Computer Engg & 3124 for IT for students outside Delhi region.
Similarly in the DTU college, in Round-4, closing rank was 4093 for CSE & 4145 for IT for outside Delhi Region students having EWS criteria.

I would suggest going for DTU. DTU is better than NSIT in almost all scenarios be it infrastructure, placements, campus life, brand value.
DTU Placement Stats for 2021-22 (till 27 Aug 2021 I. e. only 27 days) No. Of companies : 75 No. Of offers : 566 No. Of students placed : 533 the highest CTC : 45.034 LPA (Microsoft selected 34 students + 11 PPOs) Avg Salary : 22.11 LPA Median Salary : 22.2 LPA No. Of offers above 20 Lacs : 239 No. Of offers between 10 & 20 Lacs : 246
This is as per DTU's official website & can be considered one of the best in India almost close to IIIT Hyderabad CSE whose avg is around 22-23 LPA for around 120 students only. The placement season has just begun with more than 11 months still left. Choose accordingly.

I am going to give you some details about both these options on the basis of the student's reviews regarding these colleges.
As you may know NSUT has been ranked 76 for Engineering by NIRF 2020. The campus is huge with all sorts of facilities including medical, campus wifi and sports. Some students have complained that some of the campus labs are lacking in some ways however most labs are well equipped. The faculty is good but the course curriculum needs to be updated. Placements are goods and around 98% of the students get placed with highest package received by CS department (around 60 lpa) whereas the average salary offered is 3 lpa in companies like Amazon, Facebook, Google.
As far as NIT Surathkal is concerned it has been ranked 4 for Engineering by Times2020 and rank 13 by NIRF 2020. Almost 100% students get placed specially from CSE. Highest salary offreed is 55 lpa whereas lowest salary offered is 3 lpa in companies like Google India, Amazon a, Sprinklr Microsoft, L&T, etc. The infrastructure is great with a beach view from the college. The campus is huge with well equipped labs. The faculty is top class and the course curriculum is such that it makes students industry-ready.

Talking about the attendance criteria in any engineering college in India is almost same. The attendance should be more than 75%. With some medical leave you can maintain it till 60-65 percentage. But don't worry about the attendance once you get in the college, the college itself will provide you opportunities and platforms that you will not feel any boundaries. Cheer up!

If you get ECE at IIT Roorkee then definitely you have to go for this because coding is your passion or you like it so you can do coding with the ECE branch as your fun and in ECE their is also the use of coding so their is a chance to get double knowledge and benefit but if you take CSE branch then you missed the opportunity to learn about the amazing gadgets and circuits you can only busy in your coding. So by getting ECE branch you have a chance to know about more and explore more.
According to my opinion you have to go for IIT Roorkee ECE branch else depend on you which branch you want to take.

According to the category rank you have mentioned in the question you cannot get any of the asked college as per previous year's cut-offs of JAC Merit list which you can check from the link given below :-

But yes I would suggest you to sit for some state counselling because in some of the state government colleges you can get admission on such ranks.
Note that the cut-offs are bound to change every year depending upon various factors.

The cut off in 2019 was as follows for ST category for admission to CSE
Delhi Region
Outside Delhi region
Admission through JAC is based on CRL rank so if the above mentioned is CRL Considering this you have decent chances of getting seat in DTU and NSUT. The cut off rank was for the year 2019 it may change in 2020 depending on number of candidates applied, difficulty of exam and number of seats available.
