In order to take admission in the field of law , one has to go through a minimum of 5 years of education. Also, the students who wish to pursue any one of the full-fledged law programs in India will have to clear at least one common Law Entrance either at the National, State or University level.
Most of the law colleges of India offer admissions through these entrance tests. However, there are options for students to get into a law programme without appearing for the national level law entrance tests such as CLAT, AIELET,AIBE, LSAT etc.

Then there are also the University-level law entrance tests which are specific to certain Universities that provide programes in law along with programmes in other disciplines as well. However, there are other options for the students to get into a law programme wherein the selection of the candidates is done on the basis of their merit. The merit can be calculated using various other methods that have been defined by those particular colleges or Universities.

No you cannot change your college just because you are living there. You must have been given a priority list to fill in your choices. In that list you should have kept Behrampur above Pune. But now since you got Pune, you can't change to Behrampur. However, I would say to not think much and go to Pune. IISER Pune is the best IISER we have whereas Behrampur is very new. The amount of opportunities, networking and facilities you will get in Pune is very huge than behrampur.

See on such score you can easily qualify NTSE stage 1 and also have good chances of being shortlisted for stage 2 because the expected cut-off for shortlisting of candidate for stage 2 from Odisha is 155-165 for General category.
