The eligibility criteria for upsc states candidates need to pass bachelor's degree in any discipline from a recognized university, there is no specific aggregate required in this case, you need to attain 21 years age and can apply even in the final year of graduation, now the thing is if you plan to do upsc, pursuing higher studies don't make sense, because after graduation you'll be automatically eligible, now you can also appear for upsc after completing PhD, if you fulfill the age limit criteria, but then you have to decide what you want, in my opinion, if you're more intersted in teaching or research career go for PhD, else you should appear for upsc after graduation.
Greetings! It depends what you want to do and how much dedicated you are towards your research. The institute gives complete freedom to the research scholars to choose their supervisors and their field of study. It is an excellent place to do research and get your publications. The aforementioned points may not be true for many other universities in India. The scholars are paid well as of now. The funding for their research!!! that is same as other Government institutes. If you join under a funded lab then you can do better, but others could also make use of facilities available from funded labs in VIT. It is one of the few deemed universities which encourages the scholars to come up with innovative ideas. Overall it is a good place to learn and educate yourself, but it depends on your dedication towards your work.

There is no interrelation between your options. To take up USMLE, you should me a Medical Student and should be officially enrolled in a US or a Canadian Medical School programme that leads to an MD degree. You can also be a Medical graduate.In short, USMLE is for Doctors and its a license exam for Medical Students. Ph.D in Cardiology is not a Medical Degree. It is a doctoral degree after you complete either your MS or MD and not after M.Sc Cardiac Care Technology. M.Sc in CCT involves study of invasive cardiacvascular procedures like Angioplasty, Cardiac catheterisation, devise closure and electrophysiology. Candidates with a Masters degree in CCT can only assist Cardiologists but cannot act as Cardiologists themselves. This course helps you to work in Operating rooms of Cardiac Catheterisations, non invasive analysis, etc but does not help you become a Cardiologist at any given point. This course only teaches you to operate the equipment but not treat the human heart. To become a Cardiologist, you need to study MBBS, pursue MS/MD and then appear for USMLE to practise abroad.
