Hello there, domicile certificate is a document for recognition of a person's residential status in a state. To have the domicile of a particular state one needs to own a house, property or land in that particular state.
I would suggest you to look for the address mentioned on your birth certification and also of your father's birth certificate and other documents like driving license or Aadhar card. Generally, that will be the address considered by the authorities for providing you domicile certificate.
And incase you want to apply for domicile of UP, kindly visit the municipal board and talk to the authorities for a TRC (Temporary Resident Certificate). Your rent agreement can serve as a document for applying TRC. And once you have the TRC, you can apply for PRC (Permanent Resident Certificate).

you are said that you are currently 12th ARTS and you are aspiring for Govt Jobs and you aiming to write after the 12th studies for Government jobs well, go with SSC CHSL as they are well organized and comes with calendar every year there will be certain clarity, but when you compare RRB it's some times a Herculean task because there you can't expect a calendar for recruitment and things not work well, with SSC CHSL its a better option for you with 12th.

See. the entire pattern of aforementioned exams varies but yes majority of these have English, Quant, Reasoning, in common section, but the level of questions differs in the sense that the level of banking exam is comparatively higher in case of PO specially for SBI, IBPS, or even RBI Grade B Officer, however the same doesn't hold true for exams like SSC which does repeat questions in the exam.

As you have not mentioned for which category you are asking for as it depend on post for which you are willing to pursue . Railway has vast job opportunities and has many department such engineering, operating, personnel etc. And syllabus for each post differs in every post .
Suppose if you are willing to pursue for grade A then you must be have engineering degree like in c ivil , mechanical, electrical and electronics & telecommunication branch .
And if want to continue after 12th then you will have jobs in Grade D which is lowest in hierarchy and you have to do all kind of work given by your supervisors.
