Yes, after Diploma you may join ISRO after clearing respective shortlisting rounds and interview, subject to vacancies and advertisements for Technician/Technical Assistant Positions.
As far as Scientist position is concerned, after Diploma, even if you pursue a B.Tech/A.M.I.E/Associate Degree in Mechanical/Electronics youll have less chances, as the Vacancies are scarce and competition is extremely high for B.Tech Graduates.
You should perhaps pursue a M.Tech from some of the Higher Technical Institutions like Top IITs, NITs, BITS Pilani or IISc Bangalore followed by applying for the Postgraduate Vacancies, which are more in number and Postgraduates of Premium Institutes are preferred for the Positions of Scientist.
Ironically, at ISRO, the vacancies of Mechanical/Electronics Engineers are 10x more than Aerospace/Aeronautical/Material Engineers, though yhe latter play a key role in the Engineering and Research of ISRO.

It's totally different courses. Lab technician you will become know more about the laboratories work. You can get job in any college as a lab technician. The salary for lab technician in India 17000 to 20000. After few years depand upon the college and any research institute salary will be increase.
And veterinary means you become a normal course for animals medicine. You can Assist any veterinary doctor in hospital. Also you can open a veterinary shop for medicine. Now Choice is totally yours which one you choose.

It is not necessary that you appear for MHT CET to be eligible for BMLT (Bachelors in medical lab technology). Many colleges conduct a merit based entry for the concerned course. The eligibility criteria for BMLT are
You must pass 10+2 or equivalent in the science stream from a recognized board of education with a minimum of 50% marks aggregate for general category and 45% for SC/ST/OBC candidates. Physics, chemistry, mathematics and biology/biotechnology should be your major subjects for your 10+2 education.

To become a lab technician you need to study BMLT also known as Bachelor of Medical Laboratory Technology. The eligibility criteria is the a candidate must have passed 10+2 with Biology, Physics and Chemistry with minimum percentage of marks laid by the institute in which you are seeking admission. Each college has different eligibility requirement, the minimum percentage of marks required in the qualifying exam also varies so you need to check that before applying. Generally, 50%-60% aggregate marks are essential but still you need to check that before applying. The admission will be either based on marks scored in 10+2 or entrance examination conducted by the concerned authority.
