All the Universities will refund you the fees if the classes are not started. If you have attended one class they will not refund you. So, If the class has not started yet try to contact to the administrative office of the college and they will help you accordingly. The refund will not be the full amount as the colleges will keep the admission processing charge and all and after that they will refund you.The refund time depends on college to college . They may take time otherwise they will refund you as soon as possible.

Yes CSE is good department for going in CDS. But you can choose also mechanical engineering department. CDS is combined defence service. You can go for Navy, air force etc from this service. So CSE is important. Because this all departments important for computer. And if you handle good in computer may be you can shift this work which is basis on computer coding etc. And mechanical engineering also important because you know about the machines, you can fixed it also. Now you choose which stream you will choose for your BTech.
