People belonging to RBA are not given any extra benefits. A lot of people think that RBA and OBC are same but it is not. Normally category certificates are additional certificates and that is also valid for SC/ST/OBC. Other than that I do not think RBA certificate is eligible

As far as UPSC preparation is concerned, you can opt for a college which is comparatively laid back in its dealings with academics so that you get more time to yourself and your preparation.
