Hello student
For admission the score is calculated as 50% of NATA (out of 100)+ 50% 12 score(out of 100).
The admission procedures are just like any other private colleges. You have to at first apply and register yourself followed by paying the required fees.Than you have to upload the NATA marks when they are published on NATA website. You also need to upload your other documents like 10th and 12th certificates, thumb print, passport size photographs, your signature photo and numerous other minor requirements.
Then accordingly with reference to marks they will shortlist the candidates in HOME STATE and OTHER STATES quota.

Hello
This difficult to predict as cut off keeps changing every year depending upon various factors like
----------) number of students/ candidates that appeared in the jee main exam,
-----------) number of available seats,
-----------) jee main examination difficulty level.
-----------) branch preference by different candidates
-----------) the category you belong etc.
But yes,
When we go through previous year trend then ,
Under other state quota , closing rank for some of the nits for which closing rank goes low are listed below along with their closing rank in the 6th round of josaa counselling 2020 :-
---------) NIT Nagaland :- Electronics and Instrumentation Engineering :- 8007 EWS rank
---------) NIT Raipur :- biotechnology :- 8096 ews rank
---------) National Institute of Technology Agartala:- production engineering :- 8629 ews rank
You can verify the above at
https://josaa.nic.in/Result/Result/currentorcr.aspx
So, to get a seat in NITs, you need at least around 8.6k EWS rank
Thus,
with your rank, chances for NITs is extremely low. Same is the case with IIITs your chances are low
