No, this is not true. UPSC does not select candidates based on wealth, background or family status. The exam is the same for everyone.
UPSC follows a strict and transparent process. Candidates are selected only on the basis of merit. The interview board checks personality, confidence, communication and awareness, not caste or money.
Many toppers come from middle class, rural and backward backgrounds every year. Also, interview marks vary for all categories. Backward category candidates do not get fewer marks just because of their category.
So, it is a myth that UPSC favours only elite or wealthy students. Hard work and preparation matter the most.

With your son's WBJEE EWS rank of 3,259, getting government college for B.Tech CSE is likely to be difficult but not impossible for sure. Some top colleges such like Jadavpur University are out of reach and also most of the government colleges have last round EWS closing rank around 3,000 to 3,500, so he have chances to get a seat in government college but in a lower tier if vacancies remain. And about his general rank that is too high for general seats it means there are nil chances to get seat through general rank of him.
If you passed Class 10 as a private candidate, the school is not allowed to give you a Transfer Certificate (TC) because you were not their regular student.
In this case, you will not get TC from the school. Instead, you can use your Class 10 marksheet, passing certificate, and migration certificate (if required) for admission to the next class.
If the new school asks for TC, explain that you were a private candidate and provide your board documents. That will be accepted.
