With 311 marks in NEET 2025 and being from the BC-D category ,getting an MBBS seat in Govt Colleges is tough, as cut-offs are usually higher.however you have chances in private colleges or under management/NRI quota seats , depending on your state counsiling and fees

Consider BDS,BHMS or BAMS as options and definitely participate in councelling to explore all possible seats.

With a 32k SC category rank, getting CSE (specialisation) in top NITs is difficult, but you may have a chance in lower-ranked NITs or newer ones during CSAB counselling.
