If your registration is done in Class 12 UP Board Hindi medium , then your question papers will be in Hindi , because the medium is fixed at the time of registration.
If you want to write the exam in English , you must change your medium of instruction through your school before the board exam forms are finalized. Without changing it officially, you cannot get English-medium papers.
