hello,Yes you'll get scholarship even if you are residence from Andhra Pradesh. But if you want to get  the scholarship ln your TS ICET examination your  rank must be below 10,000. Even if you are reservation caste you will get full fee reimbursement, also it will depend on college , as different colleges have different guidelines.
