See JOSAA is the central counselling authority for seat allotment in IITs, NITs, IIITs, CFTIs and GFTIs on the basis of JEE-Main and JEE-Advance score of the candidate, so it will only start the counselling when the class 12th results of all states will be declared or if due to some circumstance results might not be published soon then they will definitely provide an alternative for it like they can offer you provisional admission on the basis of your JEE-Main or JEE-Advance score but chances are very less for this because JOSAA counselling generally starts after the declaration of class 12th results because class 12th result decides whether the candidate is eligible for admission to NITs/IITs/IIITs/CFTIs.
