Saying about it is not that easy because as all the candidates of any particular category mostly try to get in colleges of their own states but ya there is a good number of students who apply outside state as well. So the filling of admission rounds demand upon few factors such as number of students applying , cutoffs , number of rounds and many more. So we can say that in some popular fields like CSE and IT there is very less chance of getting seats in fourth or fifth round because it generally fills by the second round itself, but in some moderate fields like Electronics , Civil , etc there is a good chance of getting seats till fourth round as well hence, according to this you can go for your counselling.
