With the rank you have secured and seeing the previous year cutoffs you cannot get a college under IP University and that too CS/IT Branch. CS/IT Branch are the most sought branches in B.tech and with such high rank it's impossible for you because you are outside delhi candidate also.
You can try for other branches like ece in the last round.
