Only when seats are left unoccupied after all allotment rounds, they are given to Preparatory category. This year, around 5000 students qualified and given ranks under SC Category for a total of 1594 vacant seats. Same goes for other categories as well. Since there will be no seats lying vacant, there is absolutely no chance to get an allotment under PC Category.
