well absolutely you are free to enjoy the nature and explore the places with friends and if your staying in hostels you need to come back the closing time of the hostel and if u are staying in late you need to inform the warden for your own safety .

Yes you are allowed to enjoy and explore Rishikesh. You can go anywhere, once you get permission from the hostels or PGs wherever you are staying during your studies. But you need to come back, before the closing time of hostel gates. Also, you can go for night outs by asking for permission from your warden.
