It depends on whether the seats of the colleges displayed during first round have been already filled in the first round of All India Counselling or not. If there are vacant seats available then those seats will be available in the second round. However, if a candidate who has been allocated a seat during first round decides to vacate the seat then that seat will be transferred to the stray vacancy round.
