Hi kiran, 

You have scored good in neet 2019  and with this marks you can have a mbbs or bds government seat depending on your state and category. 

You should try for the counselling and can surely have a bds government seat.  Generally the opening marks for bds for general category is 450+ marks in many states. 

So you should apply for state quota counselling.

517 on general note is good score to be able to get government dental college under state quota. But you have not mentioned whether you are asking for All India Quota or State Quota. Kindly provide your category name and state to get more detailed information on cutoffs of previous years and your chances of getting your desired college more precisely.
