No, you don't have to fill the applications for the medical colleges before neet.First you will have to apply for neet then if you will qualify NEET
then after result declaration , different state government declare their counseling dates and process which is mostly ONLINE depending on your Domicile of the state
Central govt also do counseling for 15% ALL INDIA QUOTA.
