Yes, the candidates who are appearing in class 12th board exams in the year 2020 are eligible to take UPSEE in 2020. The eligiblity criteria for UPSEE require you to score a minimum aggregate of atleast 50% marks in class 12th boards to be eligible for admission. But as you'd be appearing in 2020 you will be eligible but it would be provisional as long as you fulfil the eligiblity criteria whenever the boards result is out.
