Can a student with domicile of one state, apply for 85% quota seats of other state medical counselling?

Dear Chaand, the answer is no. Every State has clear rules that confine State Counselling to students who hold the domicile of that particular State. And only such candidates enjoy the privileges of 85% participation in State Counselling. Rest of the Candidates can participate on 15% All India Counselling which has 15% seats of Government Medical Colleges from these States contributed to the Central Pool.
