    Apart from West Bengal, you can only apply for Karnataka State Counselling. This is because while other States have strict domicile rules as eligibility criteria, only Karnataka is an Open state. But as a non domicile candidate of Karnataka, though can participate in their State Counselling, you cannot avail any reservation.
