You can apply for universities which offer Btech and BCom. Here are some college suggestions:-

1. Chandigarh University
2. NIMS University
3. Christ University
4. LPU, jalandhar
5. Jain University

Low budget is 5lpa - 6 lpa. you can apply for scholarship which will help you in finance. You can't apply for both. You can either apply for BTech or Bcom.
