Yes you can take admission in IISc UG courses even if you are repeater or dropper through Jee Advanced.The main thing is that you can give Jee Advanced only two times.One when you are in class 12 and second just after class 12.

There can accept one year drop. If you have more drop years than one year  than it might affect your career as the companies have minimum one year drop out. Better to go through the official website of the college you want to join. IISc are most demanded in India.
