Yes, you can apply in the 7th sem of B.tech (4-1) and fall semester starts in late August and ends in late December or early January whereas the spring semester begins in January and ends in early May, I Would Suggest you apply for the fall semester since there are fewer internships, on-campus job opportunities, and fewer chances to get aid in spring semester and you can check yocket  to know about University reviews, deadlines ,admits/rejects , Compare universities and you can find University based on your GRE score and IELTS/TOEFL .
