Dear Prabhat, you can apply for the State Counselling of the State you hold domicile of. Apart from your State, Karnataka is an open State whuch allows non Karmataka domicile candidates to participate in its State Counselling. Rest all States need domcili eligibility. Irrespective of the marks you have scored, you cannot participate in State Counselling unless you have their Statr domicile eligibility.
