Candidates can change their course while they are in the first year of the engineering programme. Since all the subjects in the first year of college are same for each degree course, you will be able to change your course programme from Civil to CSE.

For this, you will be required to approach the admission office of your institute and consult them for the procedure. Am sure, you will find no problem in changing your course programme.

Some of the colleges allow students to change branch after completion of 1st year. This too depend on the vacant seats in the field one want to enter in. So, I would suggest you to contact the officials of your college. Tell them your query. They will let you know whether you can change your branch or not. In case, they allow then ask them the process too.
