YES!!Surely you can change you stream after the first year by branch sliding which is generally done on the basis of the first year results.Also after the first year you can again give all the engineering entrance exams and can also you can change your college.

I would suggest you to take the preferable branch while the first year admission only and not rely on the internal sliding after second year as it becomes very tough due to increasing competitions.
