As per your query  I would glad to tell you that you can surely discontinue the bsc nursing course any time you want in any college and its quite obvious if you are not studying in that college any more then you dont have to pay any extra money for it . However,you can also apply for college withdrawal after contacting with hod and collect your origianls if any submitted
