Hi Mudit, hope your doing great.

As per your statement, it appears as you are appearing for class 12 examination. Yes , you can go for filling out the form for BA at Delhi University.
The merit list will only be released after the result of your class 12 examination but before that your need to fill out the form as without which you cannot get admission there.
