you can definitely get admission in the 4th cutoff even if you did not choose that college in the third cutoff only if seats are vacant in that college after the third cutoff.
If you are asking about taking admission in some other college in the 4th cutoff then you can obviously go for it.  You can definitely go for some better college in the forth cutoff.
As of now make sure that you keep yourself updated about all the councelling related information. Do check the cutoffs as soon as they are being released. Carry all the mandatory documents along with you at the time of admission..
