Since you are asking for IET, DAVV, I must tell you that YES, there is a method called CLC i.e. College Level Counseling through which you can get admission without qualifying JEE Mains.

CLC takes place for vacant seats in which admission is based on marks of qualifying exams i.e. Board percentage.

Other than this, there are no direct admission procedures. There is no such thing as "Management Quota" in IET DAVV.

You can avail computer science engineering in various colleges that do not consider the JEE exam results, but you will have to give their own entrance tests or pass the merit boundaries. For example, the reputed exams like BITSAT, VITEEE and the like can be very helpful for getting CSE without JEE.
