Hi

In order to get into the IITs, one has to appear for JEE Advanced , which tests the candidates on their knowledge of all three-Physics, Chemistry and Maths. None of these 3 subjects is optional. This is the only way to get into an IIT. And therefore, without Chemistry, there is no way one could get in. Hope this helps. All the best!
