No it is not possible to ebter through your jac boards marks ,you have to appear in jee mains exam to get NITs and IIITs .

Earlier there was weightage of boards marks .Ranks was finalize on the basis of your jee mains score and board percentage but this criteria was removed by CBSE previous year,Rank is decided by only your jee mains score.Now from this year mians is conducted by NAT with only online mode.To enter in NITs you have to appear in jee mains exam.

The Jee main cutoff acts as a selection criteria for the Jee Advanced and doesn't affect your chances of getting into an NIT. It depends on your AIR whether you get into an NIT or not. You could refer this link to get an idea of previous year cutoffs:

No you can not get admission without qualifying JEE mains.

Even you can not apply for JAC without qualifying it.

Because admission is totally based on JEE mains ranks.

So prepare well for JEE.
