MBBS in abroad would be the better option rathar than to repeat NEET. There are thousand of universities which is MCI and WHO registered who helping the international student. In terms of fees it would be cheaper than India. 

NEET is not the entrance test for AIIMS. AIIMS is an autonomous body and it conducts its own exam.

With 130 NEET Marks, its very hard to get a seat in Govt college in all the courses.

Sorry but with these marks you won't be a me to secure a seat in either of mbbs bds govt colleges. The competition level is very high and you need to have a better score to secure a seat in govt colleges.
Whereas for aiims a different examination is conducted that is for admission in only aiims institutions.
