Admission in to IIITs is under All India Quota. It means that ll the seats are filled under All India Quota. In 2019 round 7 the cut off was as follows for International Institute of Information Technology, Bhubaneswar for ST category

• IT: 4187
• Electronics and Telecommunication Engineering : 4089
• CSE: 3958

Considering this it is very difficult to get seat in this institute. You may have to seek admission in any other college.
