I am sorry to say but with 32000 obc rank it's not possible to get into any IIIT as the closing rank for obc for IIITs is around 15k.

Also if we talk about GFTIs it's not possible to get CSE with your rank. 

Yes you can apply for some good private institutes that accept Jee main rank.
