To get free seat you must secure a rank below 10,000 in EAMCET. As you have scored rank above 10,000 you will not get free seat. In 2019 no candidate has taken admission with EAMCET Agriculture and Medicine stream course(BiPC) so cut off is not available. But in 2018 a candidate belonging to BC-D category with rank 27037 secured seat in CBIT in B.tech Biotechnology (Bipc) Considering the cut off you have chances of getting seat in CBIT but cut off changes every year depending on number of candidates qualified, difficulty of exam and numbe rof seats available etc.
