I guess you are talking about all india Ayush counselling by saying all over India because that's only counselling which will provide you government BAMS College in other state than your own domicile state.

Now if we talk about  all india Ayush cut off it's go very high year usually. Last year i.e neet2020 cutoff for bams government and government aided in all india Ayush counselling for OBC was 515 marks.

Cut off marks for bams in 2019 for obc category was 506 marks.

So if we see last two year trend then it's 500+ marks. Although it's tend to change every year depending on many factors like no of candidates appearing, difficultly level,seat availability etc then also it's very unlike to go as low as 400 marks.

So if you want to confirm your seat through all india Ayush counselling you should try to score 520-530 range.
