Hello
I think you wont be able to get a refund of Rs40000 since the refund was limited to the 3 rounds of counsellig if the seat has been freezed there is less chance for you to get refund.
Try by withdrawing if you dont want admission in BCA else if you want admission you can also go for spot round to try your luck.
