Yes different options are provided during all india allotments keeping in view the point that students prefer colleges at their hometown.

So you can hold a seat at a alloted college for a given time after the state counseling is done you have a option of either take the all india seat or drop it for the better state quota seat you got.

However after paying the college fee and submission of documents you cannot change the college whatsoever.
