I hope you are doing good. Now coming to your query, Yes dear if you filled the IPU application in the past then only you are able to register for IPU. Even though you qualified in the national level entrance exam also it is compulsory to fill and submit the application before to get registered between July 9 to July 14 that too after fee payment.
