To participate in state counselling of other state domicile is necessary or some states have their own eligibility criteria for admission under 85% state quota like if you have done your 10th or 12th from that state or your parents domicile for that state.Each state has its own criteria for which you have to go to respective state website for admission.

For management quota seats you are eligible for other states under AIQ or centralized counselling not under state counselling if you have not domicile of other states as domicile can be of one state only not two states.
