Typically, cutoff varies every year depending on the various parameters like number of seats available in a particular college, number of students appeared in exam and difficultly level of examination.  So whatever the college that are shown up in predictor tool is based on previous year cutoff data. So  you can apply for most of the  colleges lisited in predictor tool. For few colleges the cutoff might increase or decrease in that cases it is difficult to predict.
