The answer to your Question is Yes, there's no such rule that states that it's illegal.

But with that you must consider all the possibilities that might come with it.
I understand that you probably don't want to waste one year and hence have decided for this mid way.
I would suggest that, if you're very much determined for attempting MHT CET again, you should take a complete drop year to concentrate fully on it.
But if you just want to give yourself another chance and you probably won't need much preparation, just revision, you can go with your plan.
I'm saying this because engineering college isn't like 11th 12th Junior college, you need to pay your attention and study for not to lag behind. Your college marks are very important for future placements and admissions.
Make your decision wisely.
