Like in your case you are from other state but you can still give CET for a different state. Eg- a Delhi Student if wants admission in colleges of Mumbai, he/she can give Maharashtra CET i.e MHT CET.

As far as your percentile is concerned it is difficult to get this college and even if you get this college. You will get the lowest branch in this college. So, i would recommend you to look for other private colleges like comedk , WBJEE, SRM University,VIT Vellore, Manipal University.
Through management quota you need to talk to the officials what is amount that they will charge and what is the fees of the colleges . They will guide you in this matter.

However the cut offs for mechanical engineering branch in this college in around 10k for the year 2023 which is somewhat the lowest branch here . I would recommend you to take non core branches in these colleges because the core sector placements in these is a bit dicy and ultimately you have to shift in the non core domain.
Our college has all the necessary facilities. It has an amenities centre for women. The classrooms have projectors and there are several conference halls. The central library provides technical books and there are libraries in each department as well. The living spaces are clean and well maintained.
The college provides the best infrastructure any government institution provides. It includes machines from old times to the latest updates. Also water, cleanliness and other necessary needs are also taken care of.
Our college has one of the best infrastructures. For CS department, there are 4 computer labs, 2 seminar halls, one special room and all required classrooms. We have a free wifi connection for students well maintained. We have 2 water purifier+cooler for drinking water facility.
