Yes, definitely you can, I have some of my friends who appeared dor WBJEE after getting admission in our college and some of them scored pretty well and then left the college so that they can join the better college they got with their rank. But the only problem is you have to study from 1st year means from the beginning.

The eligiblity criteria for appearing in WBJEE is given below:

Academic Qualification: The candidates should have qualified his/ her 10+2 (or equivalent) examination with Physics and Mathematics along with any one of Chemistry/ Biology/ Biotechnology/ Computer Science/ Computer Application as compulsory subjects with individual passing marks (in both theory and practical wherever applicable) in all the three subjects mentioned above in regular class mode. Those candidates who will be appearing in the qualifying exam in 2019 are also eligible to apply for WBJEE 2019.

You can definetely appear in WBJEE after taking admission in any B.Tech Course.
