Yes, you can study B. Sc B. Ed in Psychology and B. Sc B. Ed in English after completion of 12 th standard but one in Regular mode and the other in Part-time mode you need to purse. To pursue these courses minimum education qualification required criteria need to be fulfilled.

As per the rules, students can study only one course in regular mode and cannot study two courses at a time in regular mode. What you can do is study a course in Regular mode and the other in Part-time mode.

As the base for B. Sc B. Ed in Psychology and B. Sc B. Ed in English is 12 th standard, you can study one course in regular mode and the other in Part-time mode or can study both in part-time mode as well.
