Yes All India Quota seats are only for 15percent Of the seats in only Government colleges conducted by MCI
The remaining 85 percent of the seats in government colleges are done BY RESPECTIVE STATE COUNSELLING.
FOR PRIVATE COLLEGES, EXCEPT MANAGEMENT SEATS THE GOVERNMENT QUOTA SEATS ARE DONE BY STATW COUNSELLING
